managing digital assets in tertiary education

This toolkit is aimed at managers, administrative and technical staff considering the management of digital assets in colleges.

This toolkit is the primary output of the mandate project, funded by the Joint Information Systems Committee (JISC) as part of its Supporting Digital Preservation and Asset Management in Institutions Programme, itself part of its wider Continuing Access and Digital Preservation Strategy.

The toolkit discusses some of the main issues facing such developments, poses questions for consideration based on these issues and highlights the example of John Wheatley College and its plans to develop a digital asset management system to organise materials supporting learning and teaching and the publication of papers relating to the College's governance.

The toolkit is published primarily as a website to enable consideration of the issues by a variety of interested parties including managers, technical staff and librarians. The toolkit has also been produced as the Mandate toolkit print version, a single linear PDF document enabling distribution in paper format.

The John Wheatley College case study is given as a separate section. Please note that the case study is likely to undergo further amendment as a result of on-going development of the mandate system at the College.

The toolkit is the joint production of R. John Robertson of the Centre for Digital Library Research and Craig Green of John Wheatley College. Cathy Kearney of the Scottish Library and Information Council provided editing support and Gordon Dunsire of the Centre for Digital Library Research provided the metadata mappings and toolkit design and structure.

The main drivers for John Wheatley College's engagement with the JISC programme were a desire to organise digital learning support assets to further its development of blended learning support approaches, and to extend its transparency in governance through proactive disclosure in the context of Freedom of Information legislation. The main drivers for the Centre for Digital Library Research's engagement were to build on previous research about the application of metadata and workflows and to develop its practical partnerships with the Further Education sector, particularly with regards to exploring asset management solutions supporting Freedom of Information legislation obligations.

The mandate project was an operational partnership between the Centre for Digital Library Research and John Wheatley College, with significant support from the Scottish Library and Information Council. The project was steered by a group with representatives from the Scottish Funding Council, Glasgow City Council (Libraries), JISC's South and West Regional Support Centre.
